Hi Jennifer, I'm not sure if you are talking about "MOP" Venetian plaster or another brand. Generally speaking if it is peeling off old plaster it is because there is old calcimine that didn't get cleaned off completely, or there is some other kind of dirt that didn't get cleaned off. As for the glue bleeding through, depending on how bad it is another coat should take care of it. It would be worthwhile to do a sample to make sure. If it still shows through the sample you may have to use something like "BIN" or "KILZ" or some other stain killer. You can just put the stain killer on the spots you don't have to paint the whole wall unless there are more spots than clean areas. After you get the spots taken care of you should put another tight coat of base on to make sure the paint spots don't flash through. As a rule using Master of Plaster over old wall paper paste isn't a problem. Usually when bleeding happens it's not the wallpaper paste it's what was behind it that causes the problem. It's always a good idea to do a small sample first if there is any doubt at all. Hope this helps. If you have any other trouble post another question or give us a call.
