It was common practice to put the wallpaper on the browncoat because it stuck better. If they knew a room was going to be papered they left the finish off, it was just an extra step for no reason. If the old plaster is really crumbling it should probably come off. Quite often things aren't as bad as they look. Go ahead and clean off the wallpaper very carefully. After all the paper is removed brush the walls with a stiff bristle brush (not a wire brush). If any pieces came down you can make repairs ( go to our homepage at masterofplaster.com and click on product info. it will tell you how to make the repairs). When all the repairs are done you can coat the entire surface with our finishing system. Two coats of base and one coat of finish. You may not even need the finish. Two coats of base will give you a texture very close to what the original was. If the old plaster is still pretty brittle or cracked you may want to put fibreglass mesh up first. This will add a tremendous amount of strength to the wall for very little expense. If the plaster is sound don't worry about it. Also when you get the paper off the wall don't worry about getting all the glue off. Make sure you get all the little pieces of paper off, but the glue residue isn't a problem. I find when removing old wallpaper just plain water works best. Hope this helps. Mike
