M.O.P. Over Primed Wallpaper

I have old plaster and lathe walls which have been wallpapered. Since the wallpaper is well-adhered to the old walls, I have sealed the walls with a good primer, Wipe-Out. I now want to put a skimcoast over the primed walls and would rather not use lightweight joint compound. Is M.O.P. suited to this project and if so, where can I purchase the product?
